static FFmpeg binaries for macOS 64-bit Intel

2024-09-11: binaries run on macOS 10.9+ again

Because of changes in the VideoToolbox support code the minimum deployment target had to be raised in the past. After bringing this up in the dev mailing list, a fix was introduced to lower the deployment target again. However, there are now binaries that have a deployment target of 10.13 or no VideoToolbox at all.
